DGSA (Dangerous Goods Safety Advisor) for road transport
UK law (EU Directive 96/35/EC 2000/18/EC) requires any undertaking (Any Individual or company) that transports, loads or unloads dangerous goods by road to apoint a Dangerous Goods Safety Advisor. The legislation applies to all shippers, air freight carriers, road carriers and handling agents who are involved in the road transport of dangerous goods above the limits specified under Limited Quantity Exemptions.
Under the directive the DGSA is required to perform functions and duties in four main areas:
- To provide advice to the undertaking on the road transport of dangerous goods
- To monitor complience with the rules governing the road transport of dangerous goods
- To prepare reports whenever accidents occur during the carriage of dangerous goods by road in which the undertaking has a concern
- To prepare annual reports on the undertakings activities in the road transport of dangerous goods
The DGSA must hold a valid Vocational Training Certificate.
Under the DGSA service contract the advisor will:
- Conduct an initial audit to identify and ensure current complience with both ADR and CDG regulations
- Conduct a statuatory Annual Audit report that reviews arrangements and precedures and details shipment and complience issues and provides recommendations for improvements where required
- Provide a statuatory report on any incident or accident involving dangerous goods
- Provide advice and guidance on the carriage of dangerous goods
- Provide advice and guidance on the required training of any staff to comply with regulations and undertake their duties effectively
The scope and cost of the DGSA service contract will vary depending on the size of the site or offices, frequency and amounts of dangerous goods consignments, amount of vehicles covered and other factors
